WEBVTT 00:02.033 --> 00:05.000 align:left position:10% line:77% size:80% JUDY WOODRUFF: Lawmakers return went to Capitol Hill this week after a drawn-out midterm battle 00:06.933 --> 00:10.266 align:left position:10% line:77% size:80% for power in Congress. Democrats have retained control of the Upper Chamber, but a Georgia 00:12.633 --> 00:15.900 align:left position:10% line:71% size:80% run-off will determine if they gain a seat or return to the split-down-the-middle 50/50 Senate. 00:17.333 --> 00:19.733 align:left position:10% line:83% size:80% The balance of power in the Lower Chamber is pending, 00:19.733 --> 00:24.733 align:left position:10% line:77% size:80% and several House races are still being counted. The election outcomes and the 00:26.600 --> 00:29.833 align:left position:10% line:77% size:80% lack of final results have put several key leadership issues in flux for Republicans. 00:31.033 --> 00:32.700 align:left position:20% line:83% size:70% Lisa Desjardins has more on all of this. 00:32.700 --> 00:35.300 align:left position:20% line:89% size:70% Hello to you, Lisa. 00:35.300 --> 00:39.233 align:left position:10% line:71% size:80% You are at the Capitol it appears. I know you're glad to be there. So let's talk about the House 00:41.766 --> 00:44.466 align:left position:10% line:71% size:80% balance of power. We don't have all the results in. Where do things stand. What are you watching? 00:46.466 --> 00:49.100 align:left position:10% line:77% size:80% LISA DESJARDINS: Much is afoot, Judy. What a plotline we have here in Congress. 00:49.100 --> 00:53.233 align:left position:10% line:77% size:80% Let's take a look right now with where the races are for the House of Representatives, 00:53.233 --> 00:57.733 align:left position:10% line:71% size:80% the balance of power, as we know it, as called by the Associated Press. Here are the races called, 00:57.733 --> 01:02.700 align:left position:10% line:77% size:80% the number; 204 Democrats have had races called for them, 212 Republicans. 01:04.633 --> 01:08.000 align:left position:10% line:77% size:80% As we have been repeating, Kevin McCarthy's Republicans need 218 votes. They do not have 01:10.500 --> 01:14.200 align:left position:10% line:71% size:80% that yet in the -- in this chamber. And let's look at some of these races that are still close. 01:14.200 --> 01:17.866 align:left position:10% line:77% size:80% For example, California's 13th Congressional District, we have been talking about this. There 01:17.866 --> 01:22.866 align:left position:10% line:71% size:80% you have John Duarte, the pistachio and almond farmer. He is ahead of Adam Gray, whose family is 01:25.400 --> 01:28.033 align:left position:10% line:71% size:80% in the dairy business, by just 84 votes. Can you believe that, 61 percent of the expected vote in? 01:30.000 --> 01:33.233 align:left position:10% line:77% size:80% This is a race where I think Democrats could come back and take this seat, 01:33.233 --> 01:37.233 align:left position:10% line:77% size:80% or it could be Republicans. Who knows. The count in California takes a long 01:37.233 --> 01:39.333 align:left position:10% line:83% size:80% time and we don't know when we will have the results of that. 01:39.333 --> 01:44.000 align:left position:10% line:77% size:80% But let me give folks a summary of where we are overall. In the race for the House 01:44.000 --> 01:48.866 align:left position:10% line:77% size:80% of Representatives, we now have 19 uncalled races left across the entire country. Now, 01:48.866 --> 01:53.833 align:left position:10% line:71% size:80% those 19 are nearly split between Republicans and Democrats, with Republicans have just one more, 01:55.266 --> 01:57.433 align:left position:20% line:83% size:70% 10 seats of those nine, that they're leading in. 01:57.433 --> 02:00.933 align:left position:20% line:77% size:70% But, overall, we're waiting mostly for the West. California has the 02:00.933 --> 02:04.600 align:left position:20% line:77% size:70% largest number of seats still. And Arizona also has two seats left. 02:04.600 --> 02:09.033 align:left position:10% line:77% size:80% Meanwhile, Judy, I just came from House Republicans' meeting. They are holding 02:09.033 --> 02:13.366 align:left position:10% line:77% size:80% speeches tonight to determine who their leaders will be in the next session. And, 02:13.366 --> 02:17.800 align:left position:10% line:77% size:80% of course, Kevin McCarthy has spoken, says he wants to be speaker. No one stood to 02:17.800 --> 02:21.433 align:left position:10% line:77% size:80% challenge him. But it is something that I think we're going to be talking about. 02:21.433 --> 02:24.533 align:left position:20% line:77% size:70% JUDY WOODRUFF: So, as you say, you just came for that meeting. What 02:24.533 --> 02:27.300 align:left position:10% line:83% size:80% do these numbers mean for Republicans right now? 02:27.300 --> 02:32.300 align:left position:10% line:77% size:80% LISA DESJARDINS: Kevin McCarthy does not have the 218 votes to be speaker right now. 02:34.266 --> 02:36.600 align:left position:10% line:77% size:80% But it does appear he has a majority of the support from his conference. 02:36.600 --> 02:41.600 align:left position:10% line:77% size:80% There he is. He did not speak to reporters as he went in smiled simply. It's something 02:43.566 --> 02:46.133 align:left position:10% line:77% size:80% he wanted that no one spoke against him tonight. However, we are tracking 02:46.133 --> 02:50.600 align:left position:20% line:71% size:70% some who may oppose him. Representative Andy Biggs of Arizona is someone from the Freedom 02:50.600 --> 02:55.400 align:left position:10% line:77% size:80% Caucus who has said he may challenge or we understand may challenge Speaker McCarthy. 02:55.400 --> 03:00.400 align:left position:10% line:77% size:80% And let's talk about it. If the Republicans have just a slight-four seat majority, 03:02.366 --> 03:05.400 align:left position:10% line:77% size:80% that means Kevin McCarthy needs every Republican to vote for him, except for four or five. 03:07.433 --> 03:09.700 align:left position:10% line:77% size:80% So let's talk about some who have already indicated openly that they're not on 03:09.700 --> 03:14.333 align:left position:10% line:77% size:80% board with Kevin McCarthy yet. That includes Republicans like Matt Gaetz, also in that group, 03:14.333 --> 03:19.333 align:left position:10% line:71% size:80% Chip Roy. Also in that group, Thomas Massie, who I spoke with tonight, would not commit either way. 03:21.900 --> 03:24.733 align:left position:10% line:71% size:80% Kevin McCarthy has no margin for error here. He may come out of tonight's meeting as the nominee, 03:26.933 --> 03:31.733 align:left position:10% line:77% size:80% so to speak, for speaker, but it is not clear that he has the votes left, he has enough votes 03:31.733 --> 03:36.533 align:left position:10% line:71% size:80% to actually become speaker in January. He will have a great deal of work to do to figure that 03:36.533 --> 03:41.133 align:left position:10% line:77% size:80% out and to get those votes. The conservative Freedom Caucus is asking for concessions. 03:41.133 --> 03:46.133 align:left position:20% line:71% size:70% Those include some different kinds of parliamentary procedures that would tie his hand, 03:47.966 --> 03:50.566 align:left position:10% line:77% size:80% give more power to conservatives and the Freedom Caucus. They're not the only ones 03:50.566 --> 03:54.866 align:left position:10% line:71% size:80% asking for concessions, though. The entire House Republican Conference realizes, if you have four 03:54.866 --> 03:59.833 align:left position:10% line:71% size:80% seats that determine your majority, everyone has power, and everyone is asking for concessions. 04:01.100 --> 04:02.733 align:left position:20% line:83% size:70% It is a very complicated and potentially chaotic 04:02.733 --> 04:06.166 align:left position:20% line:77% size:70% process that the House Republicans are just now beginning to enter. 04:07.333 --> 04:08.133 align:left position:20% line:83% size:70% JUDY WOODRUFF: Reads like a suspense novel. 04:08.133 --> 04:08.800 align:left position:20% line:89% size:70% LISA DESJARDINS: Yes. 04:08.800 --> 04:10.733 align:left position:30% line:89% size:60% (LAUGHTER) 04:10.733 --> 04:12.700 align:left position:10% line:77% size:80% JUDY WOODRUFF: All right, Lisa, so, finally, what about the Senate? 04:12.700 --> 04:17.033 align:left position:10% line:77% size:80% We know the Democrats did manage to hang onto the majority there, but what does 04:19.033 --> 04:21.200 align:left position:10% line:77% size:80% all of that, do the numbers there mean for what they're going to be able to get done? 04:21.200 --> 04:25.233 align:left position:10% line:77% size:80% LISA DESJARDINS: You know, it really is only just not even two days since we know 04:25.233 --> 04:27.466 align:left position:10% line:83% size:80% that Senate Democrats would be retaining their majority. 04:27.466 --> 04:32.133 align:left position:10% line:77% size:80% But, already, the Senate majority leader, Chuck Schumer, is making some moves. He has 04:32.133 --> 04:37.133 align:left position:10% line:77% size:80% announced that, this week, the Senate will be holding a vote on legislation to codify 04:39.033 --> 04:42.466 align:left position:20% line:71% size:70% same-sex marriage in some ways. Essentially, that legislation, which is bipartisan, 04:42.466 --> 04:47.466 align:left position:10% line:71% size:80% would mean that any same-sex marriage certified by one state would be recognized by all states. 04:50.400 --> 04:54.166 align:left position:10% line:77% size:80% That is something that we know some moderate Republicans are on board. We don't know how many, 04:54.166 --> 04:56.800 align:left position:10% line:77% size:80% but that's what will come this week. And I think it's not an accident, Judy, 04:56.800 --> 05:00.566 align:left position:10% line:77% size:80% that that is after Senate Democrats got this majority. They're saying, 05:00.566 --> 05:02.600 align:left position:10% line:83% size:80% we have more to do. We're going to get started now. 05:02.600 --> 05:07.366 align:left position:10% line:77% size:80% As for Republicans, Judy, lots of finger-pointing there, as you would expect, 05:07.366 --> 05:12.366 align:left position:10% line:71% size:80% some unhappy Republicans in the Senate. However, there are a few, including Rick Scott, who ran the 05:14.700 --> 05:18.433 align:left position:10% line:71% size:80% Senate Republicans' campaign, pointing fingers at their leader, Mitch McConnell, and saying, we need 05:21.000 --> 05:23.800 align:left position:10% line:71% size:80% to delay our leadership elections. We're not sure that we think McConnell is the person to do it. 05:23.800 --> 05:27.766 align:left position:10% line:77% size:80% But I want to report that they are in the minority. Mitch McConnell is going 05:27.766 --> 05:29.766 align:left position:10% line:83% size:80% ahead with elections on Wednesday And, right now, 05:29.766 --> 05:34.433 align:left position:10% line:77% size:80% I have no reason to doubt that he will continue to be the Republican leader in the Senate. 05:34.433 --> 05:38.066 align:left position:10% line:83% size:80% JUDY WOODRUFF: So, a lot of suspense in the Senate too. 05:38.066 --> 05:39.600 align:left position:20% line:89% size:70% LISA DESJARDINS: Drama. 05:39.600 --> 05:41.566 align:left position:10% line:83% size:80% JUDY WOODRUFF: Lisa Desjardins watching it all very closely. 05:41.566 --> 05:42.500 align:left position:30% line:89% size:60% Thank you, Lisa. 05:42.500 --> 05:43.133 align:left position:10% line:89% size:80% LISA DESJARDINS: You're welcome.
