WEBVTT 00:01.933 --> 00:04.533 align:left position:10% line:77% size:80% JUDY WOODRUFF: The total number of undergraduate college students in the U.S. has dropped 00:04.533 --> 00:09.533 align:left position:10% line:71% size:80% by almost 10 percent during the pandemic, but it's been a different story for some time at many 00:11.966 --> 00:15.633 align:left position:10% line:71% size:80% historically Black colleges and universities, or HBCUs, where interest and funding have increased. 00:17.733 --> 00:22.733 align:left position:10% line:77% size:80% Applications were up nearly 30 percent at many of these schools between 2018 and 2021. 00:24.633 --> 00:29.466 align:left position:10% line:77% size:80% And top-tier HBCUs are increasingly becoming the first choice for some of the country's 00:31.400 --> 00:35.066 align:left position:10% line:77% size:80% most sought-after students. Yet HBCUs face some fundamental challenges too. 00:36.533 --> 00:39.233 align:left position:10% line:83% size:80% Special correspondent Hari Sreenivasan has this report. 00:39.233 --> 00:42.833 align:left position:10% line:83% size:80% It's the first in our latest series on Rethinking College. 00:42.833 --> 00:45.766 align:left position:10% line:77% size:80% CADENCE PATRICK, College Student: I turned down Harvard and U.C. Berkeley. 00:45.766 --> 00:50.333 align:left position:10% line:83% size:80% SEKAI PARKER, College Student: Harvard, Penn, Yale, Duke, USC, 00:50.333 --> 00:53.766 align:left position:20% line:83% size:70% Emory, right down the street, Vanderbilt. 00:53.766 --> 00:58.100 align:left position:10% line:77% size:80% HARI SREENIVASAN: These are all the places sophomores Cadence Patrick and Sekai Parker 00:58.100 --> 01:02.233 align:left position:10% line:83% size:80% turned down to come to Spelman College, and all-women's HBCU, 01:02.233 --> 01:05.100 align:left position:10% line:83% size:80% or historically Black college and university, in Atlanta. 01:05.100 --> 01:08.533 align:left position:10% line:77% size:80% CADENCE PATRICK: There's no you have to pass this test to prove that you're good enough, 01:08.533 --> 01:11.833 align:left position:10% line:77% size:80% to prove that you're smart enough, because, I mean, we have already shown our excellence. 01:11.833 --> 01:13.866 align:left position:20% line:83% size:70% SEKAI PARKER: In high school, I noticed, like, 01:13.866 --> 01:18.133 align:left position:10% line:77% size:80% if I had a good academic standing or a success, it was more so like, wow, 01:18.133 --> 01:21.500 align:left position:10% line:77% size:80% I didn't know you could do that, rather than this is what's expected of you here. 01:21.500 --> 01:25.833 align:left position:10% line:77% size:80% HARI SREENIVASAN: For Parker, on a premed track with a health science major, 01:25.833 --> 01:29.600 align:left position:10% line:77% size:80% it was her experience at her majority white high school that led her here. 01:29.600 --> 01:34.300 align:left position:10% line:71% size:80% SEKAI PARKER: I feel like I had the responsibility to represent for the Black community, but also 01:34.300 --> 01:38.233 align:left position:10% line:77% size:80% speak for other people about their experiences that I have no idea about. 01:38.233 --> 01:42.100 align:left position:10% line:83% size:80% It was very exhausting having to represent all the time. 01:42.100 --> 01:44.500 align:left position:10% line:83% size:80% HARI SREENIVASAN: Patrick, who is studying computer science, 01:44.500 --> 01:49.466 align:left position:10% line:77% size:80% said her parents were split on her decision. Her dad favored Harvard, her mom Spelman. 01:50.900 --> 01:53.233 align:left position:20% line:83% size:70% For her, it came down to a sense of belonging. 01:53.233 --> 01:58.200 align:left position:10% line:77% size:80% CADENCE PATRICK: The percent of Black students at Ivies is very, very small. 02:00.300 --> 02:03.733 align:left position:10% line:77% size:80% And so that can be a daunting statistic to be walking into. There's so few people that look 02:03.733 --> 02:08.700 align:left position:10% line:77% size:80% like me who share my experience. I'm going to have to prove myself at every step of the way. 02:08.700 --> 02:13.700 align:left position:10% line:77% size:80% HARI SREENIVASAN: HBCUs like Spelman College have seen a surge in interest. In 2014, 02:16.200 --> 02:19.933 align:left position:10% line:71% size:80% more than 4,000 people applied. In 2021, that nearly tripled, with more than 11,000 applicants. 02:24.466 --> 02:29.466 align:left position:10% line:77% size:80% Dr. Helene Gayle took over as the institution's president this summer. An epidemiologist and a 02:31.600 --> 02:34.666 align:left position:20% line:71% size:70% leader in public health, she spent her career in government and nonprofit roles. She views what's 02:37.000 --> 02:40.133 align:left position:10% line:71% size:80% happening in the admissions office as a reflection of the rapid social change in the country. 02:40.133 --> 02:42.166 align:left position:10% line:77% size:80% DR. HELENE GAYLE, President, Spelman College: This is a generation that 02:42.166 --> 02:46.600 align:left position:10% line:77% size:80% grew up with a Black president. They have gone through some of this social unrest following 02:48.566 --> 02:52.266 align:left position:10% line:77% size:80% the murder of George Floyd and kind of the movement around Black lives. 02:54.733 --> 02:58.033 align:left position:10% line:71% size:80% Young people are choosing to be in a place that nurtures them, that recognizes who they are in the 03:00.233 --> 03:05.000 align:left position:20% line:71% size:70% world, and really thinks about how they can make this generation of young Black people succeed. 03:07.066 --> 03:09.500 align:left position:20% line:71% size:70% HARI SREENIVASAN: The increasingly competitive student pool comes as no surprise to Rosalind 03:09.500 --> 03:14.300 align:left position:10% line:77% size:80% Gates Brewer, a proud Spelman alumna and the chair of the college's Board of Trustees. 03:14.300 --> 03:16.466 align:left position:10% line:77% size:80% ROSALIND GATES BREWER, CEO, Walgreens Boots Alliance: Our talent pools have been very 03:16.466 --> 03:21.466 align:left position:10% line:77% size:80% similar to the Yale and Harvard candidates. But Spelman is an absolute deliberate choice. 03:23.600 --> 03:27.266 align:left position:20% line:71% size:70% HARI SREENIVASAN: Before becoming the CEO of the Walgreens Boots Alliance last year that operates 03:27.266 --> 03:32.266 align:left position:10% line:71% size:80% some 9,000 drugstores across the U.S., she's also held top positions at Starbucks and Sam's Club. 03:34.266 --> 03:37.600 align:left position:10% line:77% size:80% ROSALIND GATES BREWER: About 10 percent of our class is graduating Phi Beta Kappa. 03:37.600 --> 03:41.900 align:left position:10% line:83% size:80% Now, you wouldn't see 45 to 50 Black women graduate Phi Beta 03:41.900 --> 03:45.833 align:left position:10% line:77% size:80% Kappa from the Harvard or Yale, right? But you get that at Spelman College. 03:45.833 --> 03:49.033 align:left position:10% line:77% size:80% HARI SREENIVASAN: Brewer, a first-generation college graduate, 03:49.033 --> 03:52.933 align:left position:10% line:83% size:80% is one of only two Black females running Fortune 500 companies. 03:52.933 --> 03:57.933 align:left position:10% line:71% size:80% ROSALIND GATES BREWER: There is something that I will tell you that is deep in my gut around taking 03:59.966 --> 04:03.400 align:left position:10% line:77% size:80% on big challenges. And I'm not afraid of those. And I think I gained that at Spelman College. 04:05.433 --> 04:08.933 align:left position:10% line:77% size:80% HARI SREENIVASAN: While HBCUs account for just 3 percent of post-secondary institutions, 04:08.933 --> 04:12.466 align:left position:10% line:83% size:80% they educate about 9 percent of all Black college students 04:12.466 --> 04:16.633 align:left position:10% line:77% size:80% and produce about 13 percent of all African American undergraduate degrees. 04:16.633 --> 04:18.700 align:left position:10% line:77% size:80% BEVERLY GUY-SHEFTALL, Women's Research and Resource Center, Spelman College: When 04:18.700 --> 04:22.033 align:left position:10% line:77% size:80% historically black colleges were founded, it was clearly a racial justice initiative to 04:24.033 --> 04:27.933 align:left position:10% line:77% size:80% attend to the ways in which African Americans cannot attend white colleges and universities. 04:29.900 --> 04:33.266 align:left position:10% line:77% size:80% HARI SREENIVASAN: Professor Beverly Guy-Sheftall has been teaching at Spelman, 04:33.266 --> 04:35.766 align:left position:20% line:83% size:70% her alma mater, for more than 50 years. 04:35.766 --> 04:40.066 align:left position:10% line:71% size:80% BEVERLY GUY-SHEFTALL: Many of them, for the first time, they have Black professors. They also see a 04:40.066 --> 04:44.633 align:left position:20% line:71% size:70% Black college president, and they hear over and over again that this is a place made for you. 04:44.633 --> 04:49.633 align:left position:10% line:71% size:80% HARI SREENIVASAN: More than 60 percent of HBCU students are Pell Grant-eligible, and tuitions 04:51.666 --> 04:55.233 align:left position:20% line:71% size:70% average about 30 percent lower than predominantly white institutions. HBCUs also enroll more 04:57.566 --> 05:01.800 align:left position:10% line:71% size:80% first-generation and academically underprepared students than other four-year schools. 05:03.733 --> 05:05.833 align:left position:10% line:77% size:80% DR. HELENE GAYLE: We punch so well above our weight when we think about 05:05.833 --> 05:10.833 align:left position:10% line:77% size:80% what we're able to turn out with less resources than many of our peer majority institutions. 05:14.133 --> 05:17.833 align:left position:10% line:77% size:80% HARI SREENIVASAN: But there are still challenges, with less financial help 05:17.833 --> 05:22.533 align:left position:10% line:71% size:80% from state and federal governments historically and far smaller endowments than other schools. 05:22.533 --> 05:26.000 align:left position:10% line:77% size:80% DR. HELENE GAYLE: There's been a bias from the very beginning. And you can look 05:26.000 --> 05:31.000 align:left position:10% line:77% size:80% at state institutions that are predominantly Black and state institutions that are white, 05:32.433 --> 05:36.000 align:left position:10% line:83% size:80% and there's always been a huge gap. We don't have adequate 05:36.000 --> 05:41.000 align:left position:10% line:77% size:80% housing. We don't always have adequate infrastructure, the latest technology. 05:42.933 --> 05:46.100 align:left position:10% line:77% size:80% HARI SREENIVASAN: Federal lawmakers have increased funding for HBCUs, providing nearly $2 05:48.633 --> 05:51.400 align:left position:10% line:71% size:80% billion since 2017, as well as an additional $2.7 billion this year in pandemic emergency relief. 05:54.533 --> 05:59.533 align:left position:10% line:77% size:80% Alumni and philanthropists have donated more than a billion dollars in recent years funding 06:02.066 --> 06:04.600 align:left position:10% line:71% size:80% scholarships and programs in science, technology and other fields. But it's still not enough. 06:06.133 --> 06:08.166 align:left position:20% line:77% size:70% NADREA NJOKU, United Negro College Fund: There have been lawsuits 06:08.166 --> 06:12.666 align:left position:10% line:77% size:80% in states that found that their system underfunded their Black public colleges. 06:14.666 --> 06:17.666 align:left position:10% line:77% size:80% HARI SREENIVASAN: Nadrea Njoku heads the United Negro College Fund's Frederick D. 06:17.666 --> 06:22.000 align:left position:10% line:77% size:80% Patterson Research Institute Here in Atlanta. She co-authored a recent report 06:22.000 --> 06:24.033 align:left position:10% line:89% size:80% calling for more funding. 06:24.033 --> 06:27.666 align:left position:10% line:77% size:80% NADREA NJOKU: We did a survey of our member institutions, and we found a majority of them 06:27.666 --> 06:32.666 align:left position:10% line:71% size:80% have at least $5 million in deferred maintenance. We still need those unrestricted funds to take 06:34.600 --> 06:38.233 align:left position:10% line:77% size:80% care of the facilities and upgrade our institutions in the ways that we 06:38.233 --> 06:42.066 align:left position:10% line:77% size:80% can continue to retain the students who have increased interest in enrollment. 06:42.066 --> 06:46.300 align:left position:10% line:77% size:80% HARI SREENIVASAN: Better-known HBCUs, like Spelman College, are not in danger. 06:46.300 --> 06:50.400 align:left position:10% line:83% size:80% But other institutions, many of them smaller and in rural areas, 06:50.400 --> 06:53.100 align:left position:10% line:83% size:80% have not experienced the same recent surge in interest. 06:53.100 --> 06:58.100 align:left position:10% line:77% size:80% JOHN WILSON, Former President, Morehouse College: About a third of the HBCUs, 30 to 35 of them, 07:00.333 --> 07:05.100 align:left position:10% line:77% size:80% were in the red zone, financially precarious. They were tuition-driven. 07:05.100 --> 07:10.100 align:left position:10% line:71% size:80% And for an institution to be tuition-driven is like an individual living paycheck to paycheck. 07:12.633 --> 07:16.133 align:left position:10% line:77% size:80% HARI SREENIVASAN: John Wilson served as the president of Morehouse College and 07:16.133 --> 07:19.500 align:left position:10% line:83% size:80% as a White house adviser on historically Black colleges. 07:19.500 --> 07:23.833 align:left position:10% line:77% size:80% He's writing a book about HBCUs and says the schools should seize the moment. 07:23.833 --> 07:28.533 align:left position:10% line:77% size:80% JOHN WILSON: We have seen it come and go in cycles. You go back to the 1980s, 07:28.533 --> 07:33.533 align:left position:10% line:77% size:80% when Ronald Reagan took office, there was a national climate that was more racially hostile. 07:34.966 --> 07:38.866 align:left position:10% line:83% size:80% The ideal is for HBCUs to be in charge of their own magnetism, 07:38.866 --> 07:43.866 align:left position:10% line:77% size:80% to not be subject to the whims of the marketplace, but to control your own destiny. 07:45.300 --> 07:48.633 align:left position:10% line:83% size:80% HARI SREENIVASAN: HBCUs also play a broader role in society 07:48.633 --> 07:51.833 align:left position:10% line:77% size:80% with a history of propelling Black students into the middle class. 07:51.833 --> 07:55.033 align:left position:10% line:83% size:80% NADREA NJOKU: Their social mobility status is transformed. 07:57.500 --> 08:01.133 align:left position:10% line:71% size:80% They can go from the bottom quintile to middle class because of the tools and skills that they 08:03.100 --> 08:08.033 align:left position:10% line:77% size:80% get at these HBCUs. Spelman is an incubator of Black women who go on to STEM careers. 08:10.466 --> 08:13.900 align:left position:10% line:83% size:80% Guy-Sheftall doesn't see the interest in HBCUs declining. 08:13.900 --> 08:18.900 align:left position:10% line:71% size:80% BEVERLY GUY-SHEFTALL: To the extent that the U.S. remains hostile to people who are different, 08:20.866 --> 08:24.233 align:left position:10% line:77% size:80% you need special mission institutions. You need ones that are Hispanic-serving, 08:26.100 --> 08:29.933 align:left position:10% line:77% size:80% you need women's colleges, you need tribal colleges, desperately, and you need HBCUs. 08:32.233 --> 08:35.666 align:left position:10% line:77% size:80% HARI SREENIVASAN: Despite all the challenges facing this group of schools, 08:35.666 --> 08:40.233 align:left position:10% line:77% size:80% for sophomores Cadence Patrick and Sekai Parker, it came down to something very basic. 08:40.233 --> 08:45.233 align:left position:10% line:77% size:80% CADENCE PATRICK: I'm able to look around and feel like the people around me understand me. 08:47.700 --> 08:49.833 align:left position:10% line:71% size:80% SEKAI PARKER: It's possible that I can be in a space that is designed specifically for me as a 08:49.833 --> 08:54.300 align:left position:10% line:77% size:80% Black woman. But I can also feel like a sense of belonging and never have to question that. 08:54.300 --> 08:56.800 align:left position:10% line:83% size:80% HARI SREENIVASAN: And that's a powerful reason, they say, 08:56.800 --> 09:00.433 align:left position:20% line:83% size:70% that students will increasingly pick HBCUs. 09:00.433 --> 09:05.400 align:left position:10% line:83% size:80% For the "PBS NewsHour," I'm Hari Sreenivasan in Atlanta.
