Why is that? 03:09.366 --> 03:13.200 align:left position:10% line:71% size:80% JENNIFER TOLBERT: Yes, there are a# lot of different factors at play here. 03:13.200 --> 03:18.666 align:left position:10% line:71% size:80% Some of it has to do with when states# started disenrolling people. Other states# have taken greater steps to try and ensure## 03:26.566 --> 03:31.933 align:left position:10% line:71% size:80% that people who are still eligible remain# on the program.
