WEBVTT 00:02.066 --> 00:05.000 align:left position:10% line:77% size:80% JUDY WOODRUFF: Arizona has been a hotbed for election denialism since 2020. And 00:07.300 --> 00:10.633 align:left position:10% line:71% size:80% misinformation is now disrupting what is typically a routine election procedure. One of the state's 00:13.166 --> 00:17.000 align:left position:10% line:71% size:80% 15 counties failed to meet yesterday's deadline to certify this year's midterm election results. 00:17.866 --> 00:20.100 align:left position:10% line:89% size:80% Stephanie Sy has the details. 00:20.100 --> 00:23.700 align:left position:20% line:83% size:70% STEPHANIE SY: Judy, that's right. 00:23.700 --> 00:28.700 align:left position:10% line:77% size:80% It was the Republican-dominated Board of Supervisors in Cochise County who voted not 00:31.233 --> 00:34.400 align:left position:10% line:71% size:80% to certify the election results by last night's deadline. In response, Arizona's highest election 00:36.400 --> 00:39.900 align:left position:10% line:77% size:80% official, Secretary of State Katie Hobbs, filed a lawsuit. She is a Democrat and will 00:42.466 --> 00:45.733 align:left position:10% line:71% size:80% be the next governor of Arizona after she beat Trump-endorsed opponent Kari Lake in the midterms. 00:47.700 --> 00:51.833 align:left position:10% line:77% size:80% Lake has also since filed a lawsuit against Maricopa County for its handling of the 00:53.800 --> 00:57.733 align:left position:10% line:77% size:80% election. All those lawsuits underlie the anger among some Arizonans who spoke 00:59.733 --> 01:02.566 align:left position:10% line:77% size:80% out at a public session with Maricopa County's Board of Supervisors this week. 01:02.566 --> 01:07.566 align:left position:10% line:77% size:80% MAN: This is a war between good and evil, and you all represent evil. 01:08.966 --> 01:11.700 align:left position:10% line:83% size:80% MAN: You are vote traffickers. You are a vote trafficker. 01:11.700 --> 01:16.700 align:left position:10% line:77% size:80% Criminal. So, a curse upon you. A curse upon all of, you smug, smug people. 01:18.333 --> 01:23.300 align:left position:20% line:77% size:70% WOMAN: I will just say that the voting booth is supposed to be... 01:27.633 --> 01:29.633 align:left position:20% line:89% size:70% MAN: Your time is up. 01:29.633 --> 01:30.633 align:left position:10% line:77% size:80% WOMAN: ... a time for a peaceful revolution. Those who make peaceful revolution impossible 01:31.833 --> 01:33.900 align:left position:20% line:83% size:70% make violent revolution necessary. 01:33.900 --> 01:38.900 align:left position:10% line:77% size:80% STEPHANIE SY: Right there in the middle of that panel of election officials, 01:41.066 --> 01:45.666 align:left position:10% line:77% size:80% the man who joins us now, the chairman of Maricopa County's Board of Supervisors, 01:45.666 --> 01:49.700 align:left position:10% line:83% size:80% Bill Gates, a self-described lifelong Republican. 01:49.700 --> 01:53.600 align:left position:20% line:77% size:70% Chairman Gates, it's good to have you back on the "NewsHour" here. 01:53.600 --> 01:58.566 align:left position:10% line:83% size:80% Describe the acrimony you felt at that meeting last night. And 02:00.100 --> 02:02.166 align:left position:10% line:83% size:80% did the truth about the midterm election come out in the end? 02:02.166 --> 02:03.533 align:left position:10% line:77% size:80% BILL GATES (R), Chairman, Maricopa County, Arizona, Board of Supervisors: 02:03.533 --> 02:06.000 align:left position:10% line:89% size:80% Yes, well, thanks for having me. 02:06.000 --> 02:10.200 align:left position:10% line:71% size:80% Look, we -- my colleagues and I agreed that it was very important to have public comment, 02:12.133 --> 02:14.700 align:left position:10% line:77% size:80% to have people come and speak about their concerns about this election. 02:14.700 --> 02:19.233 align:left position:10% line:77% size:80% It's an important part of the process. And we were actually just looking at some of 02:19.233 --> 02:24.233 align:left position:10% line:77% size:80% our statistics on last night's meeting. It was the most people we have ever had 02:26.200 --> 02:29.100 align:left position:10% line:77% size:80% watch one of our meetings from looking at YouTube. So there's a lot of interest in it. 02:29.100 --> 02:33.100 align:left position:10% line:77% size:80% And there were some strong words, no question about that. But, again, 02:33.100 --> 02:38.100 align:left position:20% line:71% size:70% that's everyone's right to say those things. Now, unfortunately, a lot of those people who 02:40.133 --> 02:43.700 align:left position:10% line:77% size:80% had a lot of bad things to say about Maricopa County, once they spoke, they left. So they 02:46.233 --> 02:49.733 align:left position:10% line:71% size:80% didn't stick around to hear the explanation of the election by our two co-directors of elections, 02:51.733 --> 02:56.633 align:left position:10% line:77% size:80% in which they responded to a lot of those questions and issues that were raised. 02:58.666 --> 03:01.433 align:left position:10% line:77% size:80% But, in the end -- this is the important thing for everyone to understand -- is that everyone 03:01.433 --> 03:06.433 align:left position:20% line:71% size:70% who wanted to vote had the opportunity to vote, their vote was counted if they were an eligible 03:08.533 --> 03:12.500 align:left position:20% line:71% size:70% voter. And that's why my colleagues and I voted yesterday to certify the canvass of the election. 03:13.933 --> 03:17.900 align:left position:10% line:83% size:80% STEPHANIE SY: Yes, we should say that four out of the five 03:19.366 --> 03:22.200 align:left position:10% line:83% size:80% on your board in Maricopa County are Republicans, like yourself. 03:22.200 --> 03:27.200 align:left position:10% line:77% size:80% But, sir, you did have printer problems on Election Day at 70 of the more than 220 voting 03:29.200 --> 03:33.833 align:left position:10% line:77% size:80% locations. Do you think that the printer issues provided a pretext for unleashing 03:35.833 --> 03:39.433 align:left position:10% line:77% size:80% misinformation? And do you have any regrets about not staying more on top of the equipment? 03:41.500 --> 03:45.733 align:left position:10% line:77% size:80% BILL GATES: Well, we stayed on top of the equipment. We tested them in advance. And 03:47.333 --> 03:50.566 align:left position:10% line:83% size:80% we were obviously surprised by these issues with the printers. 03:50.566 --> 03:55.566 align:left position:10% line:77% size:80% But I give great credit to our team who went in, and they determined what the issue was on 03:58.100 --> 04:02.333 align:left position:10% line:71% size:80% Election Day and were able to get those printers back online and to get the tabulators accepting 04:04.300 --> 04:09.200 align:left position:10% line:77% size:80% the ballots. And here's the important thing for people to understand. Even if those voters 04:11.133 --> 04:13.666 align:left position:10% line:77% size:80% who showed up on Election Day were unable to run the ballot through the tabulator, 04:13.666 --> 04:18.666 align:left position:10% line:77% size:80% they had another option. They could put the ballot in a secure ballot box. 04:19.866 --> 04:21.933 align:left position:20% line:83% size:70% In fact, in the majority of counties in Arizona, 04:21.933 --> 04:26.700 align:left position:10% line:77% size:80% that's exactly how it's done on Election Day. They don't have a tabulator on site. And, 04:28.733 --> 04:32.333 align:left position:10% line:77% size:80% instead, they put their ballot into a ballot box. And it's counted back at central count. 04:34.666 --> 04:39.166 align:left position:10% line:77% size:80% STEPHANIE SY: I understand that, but were you concerned about the perception? 04:41.100 --> 04:45.133 align:left position:10% line:77% size:80% You knew that this needed to be an airtight process. You already had election denialists 04:47.466 --> 04:50.633 align:left position:10% line:71% size:80% at the top of the ticket for the Republican Party. You had thousands of Arizonans who -- many of whom 04:52.633 --> 04:57.166 align:left position:10% line:77% size:80% I have interviewed questioning the integrity of the election. You knew it had to be airtight. 04:57.166 --> 05:02.166 align:left position:20% line:77% size:70% BILL GATES: Yes, no -- no question about that. We're disappointed that 05:04.033 --> 05:07.133 align:left position:10% line:77% size:80% this happened. I said yesterday during this meeting there's no such thing as a 05:07.133 --> 05:11.100 align:left position:10% line:77% size:80% perfect election. And it certainly was not a perfect election on Election Day. 05:11.100 --> 05:16.100 align:left position:10% line:77% size:80% But what people need to understand is that there were redundancies in place. So it 05:18.000 --> 05:21.233 align:left position:10% line:77% size:80% was a technical issue, which created inconvenience for people. But, again, 05:21.233 --> 05:24.333 align:left position:10% line:83% size:80% people had that opportunity to cast their vote. 05:24.333 --> 05:29.333 align:left position:10% line:77% size:80% And, here in Maricopa County, we have a hybrid system. So you can vote by mail, 05:31.233 --> 05:35.000 align:left position:10% line:77% size:80% and we have hundreds of thousands of people who choose that option. Also, for 27 days, 05:37.033 --> 05:40.433 align:left position:10% line:77% size:80% people could vote in person. And then, finally, Election Day was that final option. In addition 05:42.900 --> 05:46.100 align:left position:10% line:77% size:80% to the people who did show up on Election Day to vote in person, they could also... 05:46.100 --> 05:48.166 align:left position:10% line:89% size:80% STEPHANIE SY: Right. Yes. 05:48.166 --> 05:51.000 align:left position:10% line:77% size:80% I just want to move on to the issue of Cochise. I'm sorry. I want to move on to 05:51.000 --> 05:55.300 align:left position:10% line:77% size:80% the issue of Cochise County, because that is the one county that has not certified 05:55.300 --> 06:00.100 align:left position:10% line:77% size:80% the election results. And I know you have a background in election law, Chairman. 06:00.100 --> 06:03.533 align:left position:10% line:83% size:80% So, I want to ask you, have the Cochise County officials, 06:03.533 --> 06:08.533 align:left position:10% line:77% size:80% have they committed a felony by not fulfilling this duty? And do you think it's possible that 06:10.200 --> 06:12.833 align:left position:20% line:77% size:70% votes from Cochise could be left out of the final state tally next month? 06:12.833 --> 06:17.833 align:left position:10% line:77% size:80% BILL GATES: Well, I'm not sure whether they committed a felony. But I can tell you this. 06:19.666 --> 06:23.700 align:left position:10% line:77% size:80% It's the statutory responsibility of the boards of supervisors, all 15 of them for 06:26.133 --> 06:29.700 align:left position:10% line:71% size:80% the 15 counties in Arizona, to certify the canvas by yesterday. We have 20 days from Election Day. 06:32.733 --> 06:37.733 align:left position:10% line:77% size:80% So, by choosing not to, we are now into unchartered territory. We haven't seen 06:39.800 --> 06:42.166 align:left position:10% line:77% size:80% this before. And that's one of the reasons why there has been -- there have been two 06:42.166 --> 06:46.666 align:left position:10% line:77% size:80% lawsuits that have been brought against the Board of Supervisors down in Cochise County. 06:46.666 --> 06:51.666 align:left position:10% line:77% size:80% My understanding is, they have a hearing scheduled for this Thursday at 1:00 p.m., 06:53.633 --> 06:57.066 align:left position:10% line:77% size:80% and the court will rule there. The reality is, this probably ends up going up through 06:59.500 --> 07:02.333 align:left position:10% line:71% size:80% the appeals courts up to the Supreme Court to make a decision, because, under Arizona law, 07:04.200 --> 07:08.000 align:left position:10% line:77% size:80% the canvass must be certified at the state level by the end of next week. 07:10.033 --> 07:14.333 align:left position:10% line:77% size:80% STEPHANIE SY: Bill Gates, the chairman of the Maricopa County Board of Supervisors, 07:17.333 --> 07:19.133 align:left position:20% line:83% size:70% thank you so much for joining the "NewsHour." 07:19.133 --> 07:20.800 align:left position:20% line:89% size:70% BILL GATES: Thank you.
