conversation 00:53.998 --> 00:56.464 about the health of cities, the health of counties, 00:56.464 --> 00:58.464 the health of state governments, 00:58.464 --> 00:59.398 federal governments. 00:59.398 --> 01:01.464 Talking about it, a lot of it's about taxing and spending. 01:01.464 --> 01:02.598 It's a lot about debt level. 01:02.598 --> 01:07.331 I think probably over the last few years 01:07.331 --> 01:09.598 coming out of the recession and the financial crisis 01:09.598 --> 01:11.598 people have been, at least if not educated, 01:11.598 --> 01:13.598 told about debt levels and pension 01:13.598 --> 01:15.964 and all that more than in many, many years. 01:15.964 --> 01:18.064 From the Shelby County point of view, 01:18.064 --> 01:20.731 what is the financial health, big picture small picture, 01:20.731 --> 01:21.731 of Shelby County? 01:21.731 --> 01:22.731 Well, Eric, I'm pleased to say 01:22.731 --> 01:24.898 that Shelby County government 01:24.898 --> 01:26.831 is pretty fiscally sound. 01:26.831 --> 01:29.364 Our bond rating is still double A-plus, 01:29.364 --> 01:31.364 where it's been for quite a while. 01:31.364 --> 01:34.231 We are paying our debt down progressively. 01:34.231 --> 01:38.631 Our debt about four years ago was sitting at 1.8 billion, 01:38.631 --> 01:40.864 it's now at about 1.4 billion. 01:40.864 --> 01:43.698 It'll be under 1.4 by the end of this fiscal year. 01:43.698 --> 01:46.131 So we're progressively paying our debt down. 01:46.131 --> 01:48.264 Most of our debt is attributed, in fact 01:48.264 --> 01:51.498 1.1 of that 1.4. billion is attributed 01:51.498 --> 01:53.498 to school construction over the years. 01:53.498 --> 01:56.264 But we're progressively paying that debt down. 01:56.264 --> 01:57.698 We're living within our means. 01:57.698 --> 02:02.398 Our pension funding is being fully funded on an annual basis. 02:02.398 --> 02:05.164 We've taken some hits from the market the last few years but 02:05.164 --> 02:07.564 we're rebounding from that and we're sitting at 02:07.564 --> 02:10.198 about 88% funded at this point. 02:10.198 --> 02:12.531 Bill, I think I told you the other day 82% 02:12.531 --> 02:14.364 so I need to correct that. 02:14.364 --> 02:17.831 But we're sitting at about 88% and continuing to pay that down. 02:17.831 --> 02:20.564 So we are financially in good shape. 02:20.564 --> 02:23.731 We're living within our budget which we're required to do 02:23.731 --> 02:26.364 and I'm pleased with where we are. 02:26.364 --> 02:28.364 We're starting to see some indications 02:28.364 --> 02:29.831 of a turn in the economy. 02:29.831 --> 02:34.198 We're still facing across Shelby County which certainly impacts 02:34.198 --> 02:36.664 the financial welfare of the county. 02:36.664 --> 02:41.764 We're still facing higher than normal unemployment. 02:41.764 --> 02:44.698 A number of people below the poverty line 02:44.698 --> 02:47.031 is still a concern to us, 02:47.031 --> 02:50.664 which are things that impact the budget. 02:50.664 --> 02:53.464 But from a standpoint of our financial stability 02:53.464 --> 02:55.498 in county government we're in good shape. 02:55.498 --> 02:57.498 We haven't gotten any letters from the comptroller. 02:57.498 --> 02:58.498 [laughing] 02:58.498 --> 02:59.431 We'll get to that. 02:59.431 --> 03:00.564 You touched on a couple things. 03:00.564 --> 03:03.531 I want to come back to one thing that you said, 03:03.531 --> 03:04.531 real quickly. 03:04.531 --> 03:06.531 The county debt is at 1.4 billion, 03:06.531 --> 03:08.531 it'll be under a billion by the end of this-- 03:08.531 --> 03:09.764 No, the under 1.4 billion. 03:09.764 --> 03:10.764 It'll be under 1.4. 03:10.764 --> 03:11.864 By the end of this fiscal year. 03:11.864 --> 03:12.931 The County was able... 03:12.931 --> 03:16.931 I think we had a couple of County Commissioners on 03:16.931 --> 03:18.964 in the last few months, 03:18.964 --> 03:20.564 talked about having refinanced 03:20.564 --> 03:22.564 and managed the debt well 03:22.564 --> 03:25.364 in a historically low interest rate environment. 03:25.364 --> 03:27.764 The county was able to refinance, 03:27.764 --> 03:30.164 I guess you would say, responsibly. 03:30.164 --> 03:31.164 Yes. 03:31.164 --> 03:34.164 Well, we're constantly looking for ways to refinance debt. 03:34.164 --> 03:36.164 That's not a uncommon occurrence. 03:36.164 --> 03:40.198 You'll see that take place sometimes as often as annually 03:40.198 --> 03:42.198 as those opportunities present themselves. 03:42.198 --> 03:44.598 You talked about the pension being 03:44.598 --> 03:46.131 88, 86% funded. 03:46.131 --> 03:47.531 What about health benefits? 03:47.531 --> 03:50.198 I mean, for retired workers and then when you look out that's 03:50.198 --> 03:52.498 another one that gets a lot of attention with cities and 03:52.498 --> 03:53.731 state-level, federal-level-- 03:53.731 --> 03:56.098 Certainly the cost of health 03:56.098 --> 03:58.331 care benefits is increasing annually. 03:58.331 --> 04:01.164 Our benefits are increasing annually. 04:01.164 --> 04:04.564 We have got to, as a county government, 04:04.564 --> 04:06.764 look very hard at those areas and we are. 04:06.764 --> 04:10.864 Last year, Eric, we conducted a rather thorough efficiency study 04:10.864 --> 04:14.364 of county government and projecting out in the years 04:14.364 --> 04:17.431 ahead and we're following some of the recommendations that have 04:17.431 --> 04:20.964 been made that are focusing on the health benefits plan. 04:20.964 --> 04:23.864 There's some adjustments to our health benefits plan this year. 04:23.864 --> 04:27.531 There'll be some other adjustments moving forward as we 04:27.531 --> 04:31.598 see opportunities to really move the needle in that area. 04:31.598 --> 04:33.631 Same with our pension fund. 04:33.631 --> 04:36.064 Our benefits package is extremely expensive. 04:36.064 --> 04:38.898 Right now it's about 42% of salary. 04:38.898 --> 04:41.764 My church is about 15% of salary 04:41.764 --> 04:45.431 so that gives you a little bit of comparison. 04:45.431 --> 04:49.498 We have got to, we've got to take into consideration 04:49.498 --> 04:53.164 that going forward there'll have to be some adjustments 04:53.164 --> 04:56.798 made to keep us in that sound financial contributions. 05:03.331 --> 05:05.764 How do you see that unfolding? 05:05.764 --> 05:06.998 That particular decision? 05:06.998 --> 05:12.131 Well, as I think you're aware, we really can't make any changes 05:12.131 --> 05:15.098 to our system that affect current employees. 05:15.098 --> 05:17.264 There's some minor adjustments that can be made 05:17.264 --> 05:21.231 but our current employees, we have a contract with them. 05:21.231 --> 05:23.231 I think it's solid as a contract. 05:23.231 --> 05:26.464 So the changes that we make will be really going forward 05:26.464 --> 05:27.964 with future employment. 05:27.964 --> 05:32.364 And we're certainly looking at a array of different approaches 05:32.364 --> 05:34.664 to the contribution scheme 05:34.664 --> 05:36.898 and I think we're going to have to 05:36.898 --> 05:39.164 bring county government in line 05:39.164 --> 05:42.398 with more what's taking place in the private sector. 05:42.398 --> 05:45.798 To go into a little bit of background, 05:45.798 --> 05:48.798 at one time county government salaries were considered 05:48.798 --> 05:53.131 to be rather low and county government compensated 05:53.131 --> 05:55.631 by having a generous benefits package. 05:55.631 --> 05:58.298 Well over the years we've seen our salary come up 05:58.298 --> 05:59.798 to a very competitive level 05:59.798 --> 06:02.831 but we kept our benefits package at a high level. 06:02.831 --> 06:06.498 So it's a little bit out of balance with reality. 06:06.498 --> 06:09.964 So we're going to have to adjust our benefits package 06:09.964 --> 06:13.131 so that we're not consuming 42%. 06:13.131 --> 06:15.798 And this, you know, for folks listening, 06:15.798 --> 06:18.031 I mean, you know, pensions, defined benefit. 06:18.031 --> 06:20.998 It's not the sexiest issue but those are the issues 06:20.998 --> 06:23.964 that were critical to sinking Detroit. 06:23.964 --> 06:27.131 The state of Illinois is in huge trouble. 06:27.131 --> 06:30.498 I read a thing recently, the military benefits, 06:30.498 --> 06:34.998 health care, pensions, to military folks is skyrocketing 06:34.998 --> 06:38.031 and the military is very worried about how they're going to actually, 06:38.031 --> 06:40.164 you know, bullets and ships and planes 06:40.164 --> 06:42.498 when they're spending so much on benefits. 06:42.498 --> 06:45.331 And, again, it goes back to that same thing you describe. 06:45.331 --> 06:48.798 Historically, public sector jobs were low paid 06:48.798 --> 06:50.364 so they had high benefits. 06:50.364 --> 06:52.364 Now it's relatively high paid... 06:52.364 --> 06:54.364 Not really high paid but relatively high pay, 06:54.364 --> 06:55.364 relatively high benefits. 06:55.364 --> 06:57.364 So it's a sea change nationally. 06:57.364 --> 06:59.298 It's the very foundation of the problems 06:59.298 --> 07:01.364 that you're seeing in municipal government. 07:01.364 --> 07:03.364 I worked for the Federal Government several years ago, 07:03.364 --> 07:06.198 back in the '70s and '80s and federal government back then 07:06.198 --> 07:08.864 started making some adjustments to the benefits packages. 07:08.864 --> 07:10.831 It has served them well. 07:10.831 --> 07:13.198 But the reality of it is that if we're going 07:13.198 --> 07:15.231 to stay solid and solvent 07:15.231 --> 07:17.231 we're going to have to make some adjustments 07:17.231 --> 07:18.231 going forward. 07:18.231 --> 07:20.231 Also on the issue of funding, I mean, 07:20.231 --> 07:22.898 there's a sea change in the funding of education 07:22.898 --> 07:24.898 that's been going on and evolving 07:24.898 --> 07:26.898 and we've talked a lot about the schools 07:26.898 --> 07:27.898 on this show, the papers. 07:27.898 --> 07:29.898 You've obviously been right in the middle of all that. 07:29.898 --> 07:31.898 I had someone who is very close to these issues 07:31.898 --> 07:33.898 who we were talking about having you on 07:33.898 --> 07:36.098 and talking about the fact that county government 07:36.098 --> 07:38.098 will now be the source of funding not just 07:38.098 --> 07:40.098 for all the schools within the county 07:40.098 --> 07:42.098 including the municipal school districts. 07:42.098 --> 07:43.098 And I said wait, 07:43.098 --> 07:45.098 I thought they had separate school districts out there. 07:45.098 --> 07:47.098 I thought they raised their taxes out there. 07:47.098 --> 07:49.098 I thought they were funding their own schools 07:49.098 --> 07:50.098 in Germantown and Collierville 07:50.098 --> 07:52.098 but the funding still runs through county government. 07:52.098 --> 07:54.431 It is and everybody who pays a property tax 07:54.431 --> 07:56.798 is paying for education in Shelby County. 07:56.798 --> 08:01.364 Out of our property tax of four dollars and whatever 38 cents 08:01.364 --> 08:04.498 about $1.91 of it goes to education. 08:04.498 --> 08:06.731 And every property owner in Shelby County 08:06.731 --> 08:09.098 if you live in Bartlett or Memphis or Collierville, 08:09.098 --> 08:10.098 you're paying that. 08:10.098 --> 08:12.864 So, we have an obligation to all the school systems. 08:12.864 --> 08:16.464 Now, granted, the municipal school districts also 08:16.464 --> 08:17.898 have a huge responsibility. 08:17.898 --> 08:21.864 Funding for education comes through a multitude of sources. 08:21.864 --> 08:23.598 It comes through some federal sources, 08:23.598 --> 08:27.698 state sources, city, county. 08:27.698 --> 08:29.898 The school budget, the total school budget, 08:29.898 --> 08:33.064 is in excess of $1 billion. 08:33.064 --> 08:36.364 The County's contribution to that is $382 million. 08:36.364 --> 08:38.164 So you can see that there's a lot of money 08:38.164 --> 08:40.431 coming from a lot of different directions 08:40.431 --> 08:44.631 to fill that balance between 382 and 1.4. 08:44.631 --> 08:48.564 But that county, for the county that 382 is the biggest number. 08:48.564 --> 08:50.098 It's the biggest single number. 08:50.098 --> 08:51.364 And that 382 goes from everywhere 08:51.364 --> 08:55.031 from Collierville to what will be the Legacy County School System 08:55.031 --> 08:57.031 which is mostly the Memphis schools, all that. 08:57.031 --> 09:00.198 The money will be distributed across the County Schools, 09:00.198 --> 09:02.198 the Municipal Schools and the County Schools, 09:02.198 --> 09:03.431 based on the ADA, 09:03.431 --> 09:05.431 average daily attendance, formula. 09:05.431 --> 09:07.431 How many students you have in your school today, 09:07.431 --> 09:10.131 you get X-number of dollars per student. 09:10.131 --> 09:13.264 So, as you have noticed in the news last few days, 09:13.264 --> 09:15.464 there was a great deal of competition that's taking place 09:15.464 --> 09:18.831 now among the schools to get students. 09:18.831 --> 09:20.964 So it's going to be interesting to see over the next few months 09:20.964 --> 09:26.098 how this kinda levels out among the municipalities. 09:26.098 --> 09:27.464 And then, about the first of the school year, 09:27.464 --> 09:29.531 we'll start making payments to those schools systems 09:29.531 --> 09:31.198 based upon their average daily attendance. 09:31.198 --> 09:32.031 Next August-- 09:32.031 --> 09:33.564 Actually this year, 09:33.564 --> 09:36.231 in August. 09:36.231 --> 09:40.031 And also this brings up kinda the balance that you have 09:40.031 --> 09:43.831 to strike in making the budget proposal when you get some idea 09:43.831 --> 09:46.564 of how much this is going to cost each of these suburban 09:46.564 --> 09:51.464 municipalities for their school system because it will involve 09:51.464 --> 09:54.564 some mix of county funding on the formula you mentioned, 09:54.564 --> 09:56.098 the ADA formula. 09:56.098 --> 09:58.698 But there will also be some money from those 09:58.698 --> 10:00.264 local governments, from Lakeland and Arlington. 10:00.264 --> 10:01.298 Absolutely. 10:01.298 --> 10:03.231 Money from the local governments. 10:03.231 --> 10:05.364 Governments have some latitude there 10:05.364 --> 10:08.131 but certainly their sales tax goes to education as well. 10:08.131 --> 10:09.798 So property tax goes to education, 10:09.798 --> 10:11.931 sales tax goes to education. 10:11.931 --> 10:15.731 All of the municipalities last year voted to increase 10:15.731 --> 10:20.164 their sales tax in their communities 10:20.164 --> 10:22.664 and it's my understanding that their intent was 10:22.664 --> 10:24.931 to devote 100% of that to education. 10:24.931 --> 10:26.931 But they have some latitude there 10:26.931 --> 10:28.131 so within the municipalities 10:28.131 --> 10:31.031 they're going to be funding education with sales tax 10:31.031 --> 10:33.264 and with property tax from their residence 10:33.264 --> 10:34.898 and then property tax revenue 10:34.898 --> 10:37.131 that comes from the county property tax 10:37.131 --> 10:38.398 as well. 10:38.398 --> 10:40.764 And then, of course, what you get through the 10:40.764 --> 10:45.764 state BEP formula and then federal grants. 10:45.764 --> 10:48.631 So it's a lot of money coming from different directions. 10:48.631 --> 10:53.598 Do you anticipate at this early stage in the discussions 10:53.598 --> 10:55.864 that those suburban school systems 10:55.864 --> 10:57.298 are going to come to you 10:57.298 --> 10:59.831 or to their respective governments 10:59.831 --> 11:01.564 for the startup cost? 11:01.564 --> 11:04.064 Well, we've had some discussions 11:04.064 --> 11:06.198 with the municipalities about that. 11:06.198 --> 11:09.464 We'll continue to have some discussion about it but we don't 11:09.464 --> 11:12.131 have a lot of flexibility in county government 11:12.131 --> 11:13.764 for advancing money. 11:13.764 --> 11:18.764 We're on a pretty tight schedule ourselves 11:18.764 --> 11:20.764 based upon when the revenue starts coming in 11:20.764 --> 11:22.031 from the property tax. 11:22.031 --> 11:24.964 We're going to look on where we can help the municipalities. 11:24.964 --> 11:27.031 It's been my objective from the very beginning 11:27.031 --> 11:30.231 that it our responsibility in county government 11:30.231 --> 11:32.664 to see what we can do to help. 11:32.664 --> 11:33.698 What are those startup costs? 11:33.698 --> 11:35.698 I mean, is that like they've hired superintendents 11:35.698 --> 11:38.098 and they've got some planning that's got to happen? 11:38.098 --> 11:40.831 Many of these funding sources won't start hitting 11:40.831 --> 11:42.998 the municipalities until this summer 11:42.998 --> 11:44.998 but yet they're wrapping up now. 11:44.998 --> 11:47.364 They want to start signing contracts for teachers, 11:47.364 --> 11:49.931 they've gotta start ordering supplies. 11:49.931 --> 11:51.031 The nuts and bolts. 11:51.031 --> 11:56.698 A great deal of that that's got to happen between now and July. 11:56.698 --> 11:59.064 You think about it, they've got, really, 11:59.064 --> 12:02.064 the municipality's got about six months to ramp up 12:02.064 --> 12:03.064 and be ready to go. 12:03.064 --> 12:05.064 They've got to be ready to go by about the first of July, 12:05.064 --> 12:06.064 really. 12:06.064 --> 12:08.064 You think all of them will be ready? 12:08.064 --> 12:09.064 I'll put you on the spot. 12:09.064 --> 12:10.064 Well I hope they are. 12:10.064 --> 12:12.064 We're going to certainly work with those 12:12.064 --> 12:14.064 that may be struggling a little bit. 12:14.064 --> 12:17.498 So, it's my objective to help them in any way that we can 12:17.498 --> 12:19.531 in county government to hit that deadline. 12:19.531 --> 12:23.031 I've asked a lot of people this, as we've gotten the shape 12:23.031 --> 12:25.331 of the future school systems in Shelby County, 12:25.331 --> 12:27.331 I mean there's so much uncertainty 12:27.331 --> 12:28.564 for what two, three years? 12:28.564 --> 12:30.598 We now have this kind of re-- 12:30.598 --> 12:31.598 We consolidated. 12:31.598 --> 12:33.598 Now we're deconsolidating into a very different shape 12:33.598 --> 12:34.964 then we were in before. 12:34.964 --> 12:36.964 Separate school systems in the suburbs, 12:36.964 --> 12:38.964 a really a reshaped, in many ways, 12:38.964 --> 12:40.098 County School System that-- 12:40.098 --> 12:41.098 - A sea change. 12:41.098 --> 12:42.198 It's a sea change. 12:42.198 --> 12:44.564 And then all so much education reform going nationally, 12:44.564 --> 12:47.498 going on from the state level and so on. 12:47.498 --> 12:50.864 Are you happy, you're one of the few people who sits over, 12:50.864 --> 12:52.431 you know, the whole of this. 12:52.431 --> 12:54.431 You are, as we were talking about before the show, 12:54.431 --> 12:55.464 people sometimes forget 12:55.464 --> 12:57.498 that you're not just mayor of the suburbs, 12:57.498 --> 12:59.464 you're Mayor of Shelby County including Memphis, 12:59.464 --> 13:01.531 including Collierville, Millington, 13:01.531 --> 13:03.098 everything. 13:03.098 --> 13:05.498 Are you happy with the way that this all shook out? 13:05.498 --> 13:08.364 That the shape of the school system is right, 13:08.364 --> 13:09.831 appropriate? 13:09.831 --> 13:11.764 I think, relatively speaking Eric, 13:11.764 --> 13:14.531 when you look at the chaos and confusion 13:14.531 --> 13:16.198 that we were facing two years ago 13:16.198 --> 13:17.731 and see where we are today 13:17.731 --> 13:19.731 it's somewhat amazing. 13:19.731 --> 13:21.464 We took two large systems 13:21.464 --> 13:22.864 and made a larger system 13:22.864 --> 13:25.498 which is contrary to conventional wisdom 13:25.498 --> 13:26.664 and then from the larger system 13:26.664 --> 13:29.098 you're breaking it up into six smaller systems 13:29.098 --> 13:31.764 where, again, that transition is taking place. 13:31.764 --> 13:34.298 So we're still very much in transition. 13:34.298 --> 13:37.464 I am pleased to see that we're getting this whole discussion 13:37.464 --> 13:39.464 kind of out of the political arena 13:39.464 --> 13:41.464 and we're getting it into the hands 13:41.464 --> 13:43.464 of the professionals in education. 13:43.464 --> 13:45.798 I've been pleased with the selections that I've seen for 13:45.798 --> 13:47.798 the superintendents and the municipalities. 13:47.798 --> 13:51.698 I have talked to a number of the municipalities and there seems 13:51.698 --> 13:53.798 to be a good working relationship 13:53.798 --> 13:54.831 that's moving forward 13:54.831 --> 13:58.331 so, relatively speaking, we're in a heck of a lot 13:58.331 --> 14:00.764 better shape than we could have been. 14:00.764 --> 14:03.564 Do you see there being coordination work between 14:03.564 --> 14:05.664 the County School System, Dorsey Hopson, 14:05.664 --> 14:07.731 again the legacy, I don't know... 14:07.731 --> 14:10.164 people call it the City School System 14:10.164 --> 14:11.931 it's the County School System 14:11.931 --> 14:13.998 and some of the suburban schools? 14:13.998 --> 14:17.164 I've been very pleased with what I have seen 14:17.164 --> 14:19.598 with Superintendent Hopson and his school board. 14:19.598 --> 14:23.064 They seem to be, once again, professionals that are looking 14:23.064 --> 14:26.198 at this issue and every indication seem to be 14:26.198 --> 14:28.298 that they're working with the municipalities 14:28.298 --> 14:29.031 and I'm seeing that as well. 14:29.031 --> 14:31.031 So, the professionals know what they've got to do 14:31.031 --> 14:32.931 and they know the challenge that's ahead of them. 14:32.931 --> 14:34.898 So we're moving in the right direction. 14:34.898 --> 14:36.731 Goodness, it's still going to be a tough slog. 14:36.731 --> 14:38.898 I think this transition's going to take a few years 14:38.898 --> 14:41.031 before we really get settled. 14:41.031 --> 14:42.831 You talked to Hamilton County. 14:42.831 --> 14:45.098 They did it ten years ago and they're still transitioning. 14:45.098 --> 14:47.264 Charlotte Mecklenburg's still transitioning, 14:47.264 --> 14:48.598 Davidson County. 14:48.598 --> 14:50.864 So there's still some struggles ahead of us 15:31.364 What is your belief about how that works? 15:31.364 --> 15:35.464 Well, first of all, this is where county government 15:35.464 --> 15:37.464 and city government have gotta be very careful 19:51.531 --> 19:52.931 Nike just did a big expansion, 19:52.931 --> 19:54.931 I mean all kinds of local companies 19:54.931 --> 19:57.098 have either been retained or expanded. 19:57.098 --> 19:59.198 Smuckers jelly, peanut butter is about to do 19:59.198 --> 20:00.498 a big, just got a big PILOT. 20:00.498 --> 20:02.531 How do you feel about PILOTs? 20:02.531 --> 20:04.598 Do you feel --> 21:45.231 Base a company there but, oh, by the way, 21:45.231 --> 21:47.231 you're going to be based in Desoto County 21:47.231 --> 21:49.764 but you've got the Grizzlies and the Tigers and a, you know, 21:49.764 --> 21:52.164 an international airport or a big airport and all the things 21:52.164 --> 21:53.698 that a big city has, right. 21:53.698 --> 21:55.464 Nashville's not up against that.
